What does Joshua 14:4 mean?

Joseph’s descendants made up two tribes, Manasseh and Ephraim. The Levites didn’t get any land, only towns to live in, with fields for their animals and flocks. Joshua 14:4 - Modern Text Bible

(Joseph’s family was split into two tribes, so the total number of land-owning tribes stayed the same. The Levites only got towns and pastureland, not whole territories.)
