What does Isaiah 66:4 mean?

So I'll choose harsh consequences for them, and I'll bring on them what they fear. Because when I called, no one answered. When I spoke, they didn't listen. They did what I said was evil and chose what I didn't want. Isaiah 66:4 - Modern Text Bible
