The image is unexpected: someone who knows hardship turning around and making things even harder for others, rather than showing compassion.

This verse challenges the assumption that only the rich or powerful can be oppressors. It says that anyone, regardless of their background, can act harshly and do real damage. The comparison to a "sweeping rain"—a downpour that destroys food instead of helping it grow—shows how destructive this can be.
