What does Nehemiah 11:1 mean?

The leaders of the people settled in Jerusalem. The rest of the people cast lots to choose one out of every ten families to move to Jerusalem, the holy city, while the other nine stayed in their towns. Nehemiah 11:1 - Modern Text Bible
