What does Nehemiah 10:37 mean?

We also agreed to bring the firstborn of our sons and animals, as the law says, and to bring the first of our dough, offerings, fruit, wine, and oil to the priests at the temple, and to give a tenth of our crops to the Levites, who collect these tithes in all our towns.
