What does Nehemiah 10:31 mean?

If people from other places bring goods or grain to sell on the Sabbath or any holy day, we won't buy from them on those days. Every seventh year, we'll let the land rest and cancel any debts people owe us. Nehemiah 10:31 - Modern Text Bible
