What does Micah 1:5 mean?

All this is happening because of the rebellion of Jacob, because of the sins of Israel. What's the source of Jacob's rebellion? Isn't it Samaria? And what's Judah's high place? Isn't it Jerusalem? Micah 1:5 - Modern Text Bible
