What does Leviticus 24:16 mean?

Anyone who insults the Lord's name must be put to death. The whole community is responsible for carrying it out, whether the person is a foreigner or an Israelite. If someone speaks against God's name, they must die. Leviticus 24:16 - Modern Text Bible
