What does Judges 2:18 mean?

Whenever the Lord gave them a judge, he was with that judge and saved the people from their enemies as long as the judge lived. The Lord felt sorry for them when they groaned under those who hurt and crushed them. Judges 2:18 - Modern Text Bible
