What does Judges 1:33 mean?

Naphtali didn't drive out the people of Beth-shemesh or Beth-anath, so they lived among the Canaanites there. But the people of Beth-shemesh and Beth-anath were forced to work for them. Judges 1:33 - Modern Text Bible
