What does Joshua 21:44 mean?

Moses had given land to half the tribe of Manasseh in Bashan, and Joshua gave land to the other half west of the Jordan, along with the rest of Israel. So Joshua sent them home, blessing them as they went. Joshua 21:44 - Modern Text Bible
