What does Jeremiah 5:4 mean?

I thought, These are just the poor; they don’t know any better. I’ll go to the leaders and talk to them. Surely they know what the Lord wants, the way he expects us to live. But they too had broken off the yoke and thrown off his rules. Jeremiah 5:4 - Modern Text Bible
