What does Jeremiah 46:28 mean?

Don’t be afraid, Jacob, my servant, says the Lord. I’m with you. I’ll completely destroy all the nations where I’ve scattered you, but I won’t wipe you out. I’ll correct you fairly, but I won’t let you go unpunished. Jeremiah 46:28 - Modern Text Bible
