What does Jeremiah 40:3 mean?

'But look, today I'm setting you free from these chains. If you want, you can come with me to Babylon, and I'll take care of you. Or, if you'd rather not come, you don't have to. The whole land is open to you—go wherever you think is best.' Jeremiah 40:3 - Modern Text Bible
