What does Jeremiah 31:23 mean?

This is what the Lord of all says: When I bring them back from exile, people in Judah and its towns will once again say, ‘May the Lord bless you, home of righteousness, holy mountain.’ Jeremiah 31:23 - Modern Text Bible
