What does Jeremiah 21:4 mean?

The Lord, Israel's God, says: I'm going to turn your own weapons against you. You're fighting the king of Babylon and the Babylonians outside the city walls, but I'll gather them inside this city. Jeremiah 21:4 - Modern Text Bible
