What does Isaiah 65:16 mean?

Whoever asks for a blessing in the land will ask the faithful God to bless them. Whoever takes an oath will swear by the faithful God. The troubles of the past will be forgotten and hidden from my eyes. Isaiah 65:16 - Modern Text Bible
