What does Isaiah 57:15 mean?

This is what the One who is high and lifted up says—the One who lives forever, whose name is holy: 'I live in a high and holy place, but I’m also with those who are crushed and humble, to revive their spirit and give them new life.' Isaiah 57:15 - Modern Text Bible
