What does Isaiah 45:14 mean?

This is what the Lord says: 'Egypt’s wealth, Cush’s riches, and the tall Sabeans will come over to you, Cyrus. They’ll be yours, following behind you in chains. They’ll bow down and plead, saying, ‘God is with you—there’s no other God at all.’' Isaiah 45:14 - Modern Text Bible
