What does Isaiah 29:8 mean?

It’ll be like a hungry person dreaming of eating but waking up still hungry, or a thirsty person dreaming of drinking but waking up weak and parched. That’s how it’ll be for all those attacking Mount Zion. Isaiah 29:8 - Modern Text Bible
