What does Ezra 6:3 mean?

'In the first year of King Cyrus, he gave this order about God's temple in Jerusalem: The temple should be rebuilt as a place where sacrifices are offered, and its foundations should be laid. It should be ninety feet high and ninety feet wide.' Ezra 6:3 - Modern Text Bible

(Cyrus's decree clearly authorized the rebuilding of the temple, specifying its purpose and dimensions.)
