What does Ezra 1:2 mean?

Here’s what Cyrus, king of Persia, said: 'The God of heaven has given me all these kingdoms, and he’s told me to build him a house in Jerusalem, in Judah. If you belong to his people, you should go up to Jerusalem and rebuild his temple.' Ezra 1:2 - Modern Text Bible
