What does Exodus 22:10 mean?

There has to be an oath before God to show the neighbor didn’t steal it. If they swear they didn’t, the owner has to accept it and not demand payment. Exodus 22:10 - Modern Text Bible

(If the caretaker swears they didn’t steal or lose the animal through negligence, their word stands, and they aren’t responsible to pay.)
