What does Deuteronomy 2:22 mean?

He did the same thing for Esau’s descendants in Seir, when he destroyed the Horites so they could settle there. The Horites are gone, and Esau’s family still lives there today. Deuteronomy 2:22 - Modern Text Bible

(This verse reinforces the pattern: God clears out previous inhabitants so his chosen people can settle.)
