What does 2 Samuel 23:3 mean?

The God of Israel said, the Rock of Israel spoke to me: ‘When someone rules people with justice, ruling in awe of God, 2 Samuel 23:3 - Modern Text Bible

(David is quoting God, saying that true leadership is just and rooted in respect for God.)

David says that real leadership is about ruling people fairly and with respect for God. Authority isn’t just about power or control—it’s about justice and moral responsibility.

The Hebrew word for "rules" is mashal (מָשַׁל), which means to govern, to have dominion, or to lead. But David connects this with the idea of justice—doing what’s right and fair, not just what’s effective or popular.

This is countercultural both in David’s time and now. Leadership is often seen as a way to get ahead, to protect your own interests, or to dominate others. David’s vision is different: true leadership means using power for the good of others, guided by a sense of what’s right.

If you’ve ever been frustrated by leaders who abuse their power or ignore fairness, this verse offers a different model. It suggests that the best leaders are those who care about justice and use their influence to help, not to harm.
