What does 1 Kings 18:23 mean?

Let them give us two bulls. Let them pick one for themselves, cut it up, and put it on the wood, but don't set fire to it. I'll prepare the other bull and put it on the wood, but I won't set fire to it either. 1 Kings 18:23 - Modern Text Bible
